Best way to export report with a very high number of rows? This would be for audit purposes

CSV is likely your best option, though that will obviously wreck the formatting. If you can, I'd try to convert that to a saved search and then use the Persist feature. Are you sure the report you're using is complete? I want to say that at one time, reports truncated at either 75k or 100k rows unless you filed a case with support to get higher thresholds.
