We are about to do something similar - but are adding those as manufacturing costs to to the mfg routings.

When I worked for manufacturing company and used standard costing we added them to manufacturing cost template

If you only have WO&A then this is pretty much your option. If you have WIP/Routing module this would be handled with the Cost Template and Routing configuration, as stated above.
