Yes you can. Create a Custom Item Field and apply it to the Non-Inventory Item type.

Thanks for the response @Justin B This creates a custom field for the Gift Certificate Items (which are non-inventory like you suggested). But we want to create a custom field on the Gift Certificate record (the record which is created after the sales order containing a gift certificate item is processed).
