I dont know this for sure but maybe checking the "to be emailed" on the item fulfillment would override that accounting setting. Maybe do a test IF and see if checking the to be emailed checkbox makes the email send (sending it to yourself of course)
Lastly - emails could also be set to send via a script. Not sure if you use scripts or have had anyone enable one for you/your company to do this
