Is it sort of an unwritten rule that you can't be a good netsuite administrator without knowing JavaScript?

you wont be able to do any real customizations to your account without learning workflows or suitescript

whatever you do, dont do the unholy combination of workflow action scripts and workflows. that just ends up meaning you need to know workflows and suitescript

There are some occasions where workflow action scripts make sense. Very few and far between.
That said, if you are an administrator at an account that works with a partner, JavaScript/SuiteScript becomes less "necessary" if your account needs customizations

I generally discourage learning script unless you have an aptitude for that kind of thinking - it's easy to get scripts really wrong.
