I would communicate what budget you are looking to use because that would drive what can be done as part of implementation. That said, switching systems isn't gong to magically fix errors that people are making. I've seen several clients who were convinced this would be the case, but still couldn't get people to enter transactions in correctly the first time. You need to understand an ERP implementation is a significant culture shock, and will introduce other challenges as well.
