any reason why the Tax column is not autochecking on items in an invoice even though the tax schedule states taxable

more info needed to answer....is the customer marked not taxable? what tax code is being used?

we use avatax, i think it may have something to do with the per-line taxes on transactions setting
both the customer is taxable and the item has a schedule that is taxable but it does not autocheck the column when importing invoices
