Anyone have experience with using workflows that email on sandbox? I am not getting any emails sent on Sandbox. I am sure that the workflow meets the criteria to email too, because I am setting a field using the same logic.

Sandbox don’t send email out. Only to user who is testing.

there's a setting in production that lets you decide who emails go to in sandbox - the logged in user, a specific user, or no emails sent. Setup > Company > Email Preferences > Sandbox and Release Preview.

i have workflows in sandbox that send emails and they work fine. i have everything set to come to my email address.

Is that the "originally sent to" email or an exact copy of what you might expect out of production?

You'll want to change the setting in the Sandbox under Setup > Company > Email Preferences, under the Email Options Subtab, click the first Radio Button and put in your email address. If the workflow is set to execute as Admin, then it will not send the e-mail in case of RB 2 being checked i.e. "Send mail to logged in user" but in most cases/ scripts/workflows, that is the ideal setting for SB.
