So my question is, has anyone else run into trouble re-setting up a 2FA device?

i've reset my 2FA using the link in the settings portlet and got the email with the verification code just fine. not sure what to tell you other than the usual check spam folder or resend the email if there's an option for that.

resolved, emails were going to my outlook completed folder, must have a rule in place
