Any one know if there is a search/report that can be run that shows when a feature was enabled ?

Well you should be able to get it from audit log from within enable features. Look at the top right hand side it should be there.

If you wanted, you could also create a saved search, System Note Search, where the record type is 'Enable Features'

I would concur with @jcribb over the years I have used system notes search extensively for several SOX, ITGC audits along with SOC1 and SOC2. Even tools like fastpath and flodocs essentially gets all their info from system notes
