Does anyone know what locks an item fulfillment? We re-opened the "lock all" portion in manage accounting periods, but the item fulfillment in the unlocked period is still not editable.

We have what sounds like the same issue. You need to check the ALLOW NON-GL CHANGES in the current period. It's a defect. Defect 487555: Item Fulfillment record locked.

This will allow you to edit the IF but not delete it. Here is a script I made to allow us to delete the record:
