Not natively, but there’s actually a whole lot of different ways you could probably accomplish the same thing, just depends on your specific requirements. Two ways off the top of my head:
You could create a dummy sales rep employee that represents this customer and then select this employee as the sales rep when you pick the relevant customer (or create a workflow to do the same). Then use the native sales rep quotas as normal for this “customer”.
You could just add a field to the customer and run some reporting to determine if they’re meeting their quota.
