Can you open a work order that's been closed?

Yes delete the work order close transaction

It should be under Related Records. Or do you mean the status is Built? If the status is Built then edit the WO and change it back to In Process. If it is Closed, then you will need to find the related WO Close under related records and delete it

That’s weird. Under my related records it always show the work order close. Are you in Admin role?

The WIP checkbox isn't checked in the WO, so there would be no WO Close. When you close the WO by clicking the Close button not through WO Close (if WIP isn't enabled), it's not possible to be reopened anymore besides scripting (current limitation) unless this has changed in the past 6 months.
