I have a "send email" workflow running on Purchase orders that i know its setup correctly but i think an email is not being send cause something else is blocking it.
is there a way to figure out why thats happening

Can you validate the email is being sent? It should be on the Communication subtab of the PO
Also if you look at the workflow logs you can see if any errors are happening
