Looks like the `Developer` role is missing a permission for `Custom Center Link`

`Custom Center Link` and `Custom Center Links` are 2 different permissions, and the `Developer` role should have both

Just as a follow up, I added the `Custom Center Link` as a Global Permission on the employee record that is performing the sdf deploy as a temporary work around, and that has gotten me past this permission issue.  Again, I expect that this is only temporary until the `Developer` role is updated with this permission.
