I published a saved search w/ some 'Available Filters' enabled as per https://system.na3.netsuite.com/app/help/helpcenter.nl?fid=section_N2591207.html The search shows fine on the site, although without any filters to choose...then I found this page which under Search says 'Customize search criteria settings' isn't available in Site Builder https://system.na3.netsuite.com/app/help/helpcenter.nl?fid=bridgehead_N2453572.html Is this simply the result of NetSuite reusing documentation between SiteBuilder/SuiteCommerce?

you are mixing 2 different things
in sitebuilder you can create a saved search and use it to create a publish search form
"'Customize search criteria settings" refers to SuiteCommerce Advanced search feature

The first page seems to indicate that I can add filters for the user to set: "8. (Required) On the Available Filters subtab, choose the criteria your customers can select when using the search form on your site." I don't think that's applicable to Site Builder though..?

This is fairly standard with Netsuite documentation. They often detail features only available on SCA without making clear they're not available with Sitebuilder. To add filters on Sitebuilder, you'd need to build your own SSP application. Most things search based can be done, but can be slow and permissions can be a pain.

@Dominic B and @Micah you are mixing 2 different things.
SiteBuilder supports filters on publish search forms exactly the way @Micah mentioned: ""8. (Required) On the Available Filters subtab, choose the criteria your customers can select when using the search form on your site."
The documentation states that those filters can be selected when using the search form, and not after as a way of filtering the search results, which is what is supported in SuiteCommerce or SuiteCommerce Advanced.
