Am I correct in understanding that you cannot change costing method of an inventory item after it's been created?

This is correct. Look up SuiteAnswer 28087 for more information (just search for 28087) and you'll get te whole skinny. Essentially, you will need to inactivate the item with the old method, and recreate the item with the method you prefer.
