2 admins have tried and both cannot do it, it keeps telling us they have access to more than one "netsuite" account and only they can change pw.

This happens when they are using the same email for two different accounts which are not related via Sandbox-Production relationship. The expired Sandbox might be an exemption to that. I'd say call NS Support as it's a unique situation.
