generally shows up when SDF is not enabled or configured correctly in the account/project

I started getting this yesterday on accounts that use a token created against an admin role in sandbox.....it was for a project using node and I had just done an npm update so it had also updated to the latest suitecloud cli so I dont know if that is the change or if something in the account changed. I haven't yet tried deploying to the live account with the admin role. and yes I know you shouldn't use the admin role, but there are workflows in that deployment so it will not work with the developer role.

Please use npm install to update nodecli. It has to run some post install scripts to update dependencies which are not updated with npm update.
