As far as I can tell SiteBuilder has been deprecated in favor of SuiteCommerce Advanced correct?

yes but at the same time every account that has SC/SCA enabled, has SiteBuilder enabled too (even if not live), and the opposite is not true (not every sitebuilder account has SC/SCA enabled too). And with SiteBuilder you already get Web Hosting Files

I think this is the feature tied to Web Hosting Files folder
