What would be best practice for goods in-transit against RMAs? We don't want to create a receipt until goods arrive at the warehouse, but we do want to recognize the liability somehow by month-end...has anybody designed a process to support this before?

How do you know they are in transit? you could use SuiteGl

I think we will use SuiteGL and have statuses on the item receipt

There's no other native way to do it right now. If they extend the take ownership functionality, you could use that. But RA process is typically low on anyone priority list.....unfortunately.
