US Phoenix 4 here. They borked the hotfix maintenance on Thursday night/Friday morning for our account. You can reference Defect#875491. Edit: apparently it wasn't actually a hotfix, it was our "upgrade"/maintenance to Oracle Autonomous Database that is still causing issues.

@James Morris I was not able to report until the end of the day yesterday when our issues seemed to have resolved. NS support did respond that Defect#875491 was unrelated and our issue was due to a "spike in resource utilization."
