When setting an item/quantity on a sales order, the price level is not being selected automatically. Should it?

The price level is set by the customer and then by the sales/pricing tab on the item record

So we notice it's filled out, however the dropdown is empty which is why it's not auto selecting
So it may be better phrased, what would cause the "Price Level" on a sales order line level to not have any options to select?

1. No Base Price set on item 2. ON the Financial tab of the Customer Record, no Price Level is set 3. On the Fin tab of the Cust, there's a custom price set for the item in the subtabs 4. Workflow? Scripts? 5. Subsidiary conflicts?

I'm thinking it may be a workflow conflict. I just disabled this workflow a 3rd party contractor did and wahlah, it came back. Still trying to investigate what they did to empty it out
