Does NetSuite keep External ID reserved after the record is deleted?
I am getting Duplicate Entity error when trying to upload an external ID to an employee even though according to searches no external ID exists with that number (active or inactive)

all entities share the same external id restrictions

expand your search to include all entities

Yup that's it. I thought I checked that, but it's a legacy customer that didn't have the proper prefix.
