What do you mean? People are sharing accounts? Or something else? What do you want to track that system info doesn't? 

Are you sure sharing logins will fly in your industry? I have a friend that has consulted for similar in that space before and it's a MASSIVE no no. I would suggest paying the $ 

Your business will probably regret not doing so, to be honest 

I think your only other option would be to use another system (with authentication to AD or whatever you use) to push to NS, and stick the auditing info in custom fields. Proving an accountable audit trail will be difficult if you go down the native NS account sharing route 

Other option is a designated person to do paperwork

NetSuite will come down on you as well if you use shared license.  I agree with CB, it is a cost of doing business especially in a business with high compliancy requirements
