When we create sales order to a Lead/Prospect then system will automatically change the status to customer. Is there any way to block certain users to convert Lead/Prospect to customer?

If it is a SO then it will need to be a Customer. If you prevent them from entering SO, perhaps leaving them to enter Estimate then they wont convert. Alternatively you could have a review or approval process for newly convert Customers
