Anyone know which setting allows a user to save reports instead of save as? They have FULL on report customization, but only the ability to do save as

@Chris I think you have to make them the owner of the report. As I understand it, only the owner or administrators can save over a report. With saved searches, you have that "allow audience to edit" checkbox, but not with reports.
