I have a third party tracking pixel to put on the Order Confirmation page. How do I determine the dynamic values for Order Total, Order Id, and other attributes if I'm implementing the pixel through Google Tag Manager for SuiteCommerce?

Nope, the attribute tags are not supported in SuiteCommerce.

<@UQF2YDDL0> I think the answer is in using Google Tag Manager Editor in NetSuite, as that handshake with the GTM account sets up the appropriate events and attributes for SuiteCommerce.

In one of my project which was ported from SiteBuilder to SCS 2019.2.x and then eventually to 2020.1.x, the attributes tags are working fine as per the resources I shared with you. Even few goals are also set up to track conversions and revenue which is working fine until now.
