Is it possible to update SC to use Bootstrap 4 instead of 3?

SuiteCommerce? Probably not. If you have SCA then you probably could but it would likely be a lot of work, which we wouldn't recommend. We do update bundles regularly, and while I don't know the exact reason why we haven't updated to 4, my guess is because it is not compatible with IE9, which we are required to support.
