I don't think I see your reasoning here. Viewing and Downloading both allow access to the files, so if you don't want someone to view/download filing cabinet files, I would suggest that you remove their access to the filing cabinet all together on their Role permissions. For making certain files private and not accessible, you could create a folder that doesn't have public permissions, and files you don't want downloaded in there.
