In order to use NS Projects to capture service revenue (hours are integrated in from a 3rd party PSA) .... do we need to have ARM turned on? Or can we use NS Projects without ARM?

It's been a while since I touched this stuff, so take my answers with a grain of salt, but you can definitely have advanced projects in your account without ARM. And I'm pretty sure you can put hours in and record service revenue with just advanced projects. So I think it just depends whether you need the revenue recognition capabilities of ARM, but 7 times out of 10 when people are using projects they need some complex rev rec too.

If you are eventually going to add it anyway I'd recommend putting those in together in the same phase. I think it's going to be harder than you think to undo your existing rev rec setup and implement ARM versus just putting them in together so the whole thing works smoothly. I mean definitely going be a PITA to implement, as all implementations are, but better in the end, IMHO. Unless you're a consultant, and then that extra re-work is just extra billable hours for you 🤣
