Is it possible to create or has anyone created a saved search to show when the average cost of an item changes within 5% up or down? Thanks,

Have you tried a simple item search and use the system notes to pull the average cost field new value and old value? either use a formula in the criteria comparing new - old and the if value is between 5% or you could leave that out of the criteria and add if to the highlighting which can highlight the rows
