Yesterday I updated my development tools to 2022.1.1, and now my activations are stuck at β€œIn Progress 7/8”. Is anyone else having this issue?

try with the vanilla extensions and theme, if it works you should do one by one to find the one causing the conflict.

It is also happening with only the base theme and both sandboxes.

can you share the error you are getting? is it a timeout error?

Timeout error. Both SB1 & SB2 had the same issue. We were able to rule out the SCA and dev tools as the SB accounts are running different minor releases and had the same problem. I filled a support case (4852325), and today both versions can activate without issue. Still not sure why the activations would time out, but all appear to be resolved.
