@tenzin pema Please check that is this department is allowed to that subsidiary? Or mark that department to include children under subsidiary field.

Like Nawarain said above - or Setup/Company - click on Department to bring up list - find sub with internal id 109- hit edit and make sure subsidiary with internal id 52 is selected in the subsidiary on the department
