I have a user who is recieving this error message when trying to setup their 2FA.
I've reset their password, unlocked access, and reset their 2FA, but they keep getting this message.
Is there something else that would cause this?

You may try to check with the user's mobile phone if the time zone is set to automatically on. and reset his/her 2FA setting once it is set he/she should be able to set up his 2FA
