I'm apparently taking stupid pills....what is the rule for who can edit an Item Receipt?  Why would a user with the same roles/permissions as another not be able to edit? Is it a "can only edit if you created it" thing?

I tend to grab the URL from the role where it works (in this case the URL on edit mode) and use it in the other role. Then check the error message.

Sure, same.  Doesn't work in this context, though.

If I use the same role as the user in question, I can't edit IRs I created but can on ones I did.

Do you use Global Permission, workflow or script that restrict the same record for the same role?

Using the same role as the user, when I look at the IR list, I can edit some not others (i'm not the creator on any of these):

The roles have a permission tab, where you can restrict for department, class, location... for example `Department :  Own and subordinates only.`.. so even for the same role, it varies per user.
