We are trying to come up with a way of approvals for credit memos. RAs seem like the best route, but one idea is a user should be able to create RAs, but also create a credit memo if is under a certain dollar value.

You could probably use a workflow to allow the credit button to appear / dissappear based on on RA value - you may have to execute as admin if they dont normally have access to credits or add a workflow on the credits to stop them saving a credit over the defined value and then give them permissions for credit memos. (this is a super quick response, but this is where i would start)

Thank you for the suggestions. I have to determine if it is too much work for a couple of users to create the CMs for all the team of (5 or 6). Or go the workflow route where.
