How do you give one free gift with every item purchased? currently if you apply a free gift promo, it only gives one free item. i.e. even if i added 10 line items and then add a promo for free gift system only adds one free gift, not one for every item.

why not think it differently - create a base item then create a package/kit item with the base item + free item. Use a scheduled workflow or script to swap the base item with the kit item (base+free) in the SO if your specified condition is met.
