has anyone had any issues attaching bank payment details to vendors? i click attach and nothing happens

Where are you clicking attach? Have you selected "new bank details" in the subtab bank payment details and opened a new tab from there?

No - next to new bank details I see an attach button, so I am selecting the bank details from a drop-down above that button and clicking attach
