Let me rephrase a question. Is there a standard role every netsuite user automatic gets? So I can just whitelist that standard role on my custom record?

I don't think so and even if that was the case, I don't think it would work if the user is not logged in under that role

hmm so there is no way for a bundle developer to create a custom record that anyone has access to?

I'm not 100% sure, but if you read the NetSuite installation documentation for their own bundles, it usually involves a step afterwards of adding the permissions to relevant roles
