Something is wrong with my Create Bills UI. There appears not to be an input box for the top-level account. Is there a way to turn this on through the settings menu?

Probably using a custom form and someone hid that account by accident. Or on purpose for that matter if they didn't want users to change the default vendor AP account. You'd had to talk to someone with access to change forms.
