Role can load a Case record, but cannot find it via Global Search. It is not inactive. Anyone encounter this before? Been poking around, but can't seem to find anything worthwhile.

I have the same issue.. I opened up a case around 10:30 am CST. Same issue no role or System changes.. it will work on roles with system admin capabilities..

if you have capabilities to open a case.. I would.. right now it was assigned a low priority.. not sure if you and I are the only two that realized it
