not if you are inactivating your user through standard inactive field after termination.
As the moment you inactivate them, access gets removed from them.

Ideally, you should inactive the terminated employee record, for any business reason if you can't.
Then just unmark the checkbox "give access" on employee record, Inactivating the record automatically does that I think. And you only need to do this for users with core roles.

No need to remove roles. If you simply need to free up user licenses, then just uncheck Give Access ☑️
