When turning on Advanced Bill of material.   There is also a setting to allow editing of Legacy BOM's.   This lets you add a Revision to a legacy BOMs.    Any reason not to allow Editing of Legacy BOMs?

Did you use the ”standard BOMs before”? 

If no : you can allow or disallow, doesnt matter
If yes: all your old BOMs will be unchangable so you have to create a new one for any change

Yes I used old Standard BOM's.
There is a setting "Allow editing of legacy BOMs"
To enable advanced BOM users to edit legacy BOMs (rather than copy Legacy BOMs), check the *Allow Editing of Legacy BOMs* box.

I found it does let me add Revisions to the Legacy BOM.

I believe it refers to the legacy BOM revision. You can either keep those locked or allow to be edited
