I think there's a little nuance there depending on how you run the reports, but generally yes.
You might be able to get YTD vs prior YTD if you turn off the option for "Report by period" to "Never" and then build your report using alternate date ranges of "YTD"
I should caveat there are dozens of ways this could cause problems.
