@mkachline - Billing Address can impact tax liability issues, therefore impacting Tax Nexus and could change the tax rate. I think that's why you are getting caught up in this issue. I've seen this in my environment and it is a matter of how the back-end locks the Tax Nexus fields, using both the Bill-To and Ship-To addresses.
