Is one cheaper than the other also?

Dev accounts are treated as production accounts, sandbox accounts are sandbox accounts. Deployment using bundles will yield different results. Dev accounts have a much stricter subsidiary restriction. It's not near comparable. Dev accounts are only comparable imo with release preview, and even then, sandbox is almost impossible to cut, if ever for application purposes imo
