If we provide a free product, is it better to just assign a 0 rate or use the full rate but add a discount item for the same rate?

If it’s used a lot, then make the price 0. If this is a free product only sometimes, there is functionality to have this item added when a customer chooses another item or has a certain dollar amount on the order.
