is there an easy way to zero out all inventory on hand for all locations and associated bins?

I guess you will have to pass the inventory adjustment with negative quantity considering the on hand qty and do the csv import @Anna

easiest would be a saved search that brings all of that data exported to csv and then imports to create an inventory adjustment.
