on the Print Statements page, i can add filters but they are "include matching" type filters. is it possible to add either multi select fields to the filter box or a filter type of "include all except ones that match this" ?

Depends on the field. Sometimes there is an option to choose “None of” and then enter only that item as an exclusion to the rest.
